African Development Bank Mission to Togo to Prepare a Major Climate Project: A Key Milestone in the Operationalization of the Togo Green Fund’s Climate Finance Windows

A team from the African Development Bank (AfDB), led by Dr Laouali Garba, Manager of the Agricultural Research, Production and Sustainability Division (AHAI.2), visited Lomé from September 28 to October 6, 2026, as part of the preparatory work for the the Project for Strengthening the Resilience of Vulnerable Communities and Ecosystems in the Northern and South-Eastern Regions of Togo (PRECEV). The mission was coordinated by Dr Kokouvi Gbétey Akpamou, Coordinator of the Togo Green Fund (TGF), and brought together technical teams, sectoral ministries and implementing partners.

With an estimated total cost of over USD 24.42 million, equivalent to approximately CFAF 14 billion, PRECEV aims to strengthen the resilience of vulnerable communities and ecosystems in the Oti Basin and the wetlands of south-eastern Togo to the impacts of climate change. The project’s financing is mobilized through the AfDB Group, via the African Development Fund (ADF) and theClimate Action Window (CAW).

As part of the mission, the AfDB team met with the ministers responsible for Finance and Budget (MFB) and Environment (MERFPCCC). These discussions provided strategic guidance for the continued preparation of the project. The authorities emphasized the effective involvement of the relevant sectoral ministries, alignment with the priorities of the Government’s new roadmap, the promotion of youth employment, and improved targeting of project activities and intervention sites to maximize benefits for local communities.

Technical discussions with the Bank’s experts focused on reviewing planned field activities, the project’s institutional arrangements and governance framework, the integration of gender considerations and youth inclusion, as well as financial management and procurement arrangements.

PRECEV will be implemented by several partners, according to their respective areas of expertise and geographical areas of intervention. The Togo Green Fund will oversee the overall coordination and management of the project, including consolidating results and reporting to the Bank on implementation progress and commitments. It will also implement the component dedicated to financing small and medium-sized enterprises and industries (SMEs/SMIs). The United Nations Development Programme (UNDP), in collaboration with the Food and Agriculture Organization of the United Nations (FAO), the World Food Programme (WFP) and the United Nations Children’s Fund (UNICEF), will implement activities in the northern part of the country. In the South-East, implementation will be entrusted to a consortium comprising the International Fertilizer Development Center (IFDC), the University of Lomé and the Togolese Coordination of Farmers’ and Agricultural Producers’ Organizations (CTOP). The relevant sectoral ministries will contribute to implementation within their respective areas of responsibility.

In addition to the working sessions in Lomé, the mission visited the project’s intervention area in south-eastern Togo to engage with local authorities and affected communities. Civil society organizations, women’s groups and young people had the opportunity to express their expectations and share their experiences and local realities.

For the Togo Green Fund, PRECEV represents a major opportunity to operationalize its climate finance windows and consolidate its role within the country’s national climate finance architecture. By coordinating a project of this scale, the TGF is taking another significant step towards strengthening its operational capacity and its ability to coordinate substantial resources in support of national priorities for climate resilience and sustainable development.

Through this initiative, Togo continues its efforts to mobilize partnerships and financing to support the most vulnerable communities and ecosystems. The Togo Green Fund reaffirms its commitment to facilitating the mobilization of climate finance and supporting the implementation of strategic projects that advance national priorities and sustainable development.
