The Togo Green Fund is facilitating a working session between ANASAP and BOAD around the regional project for sustainable waste management

On September 15, 2026, in Lomé, a team from the Togo Green Fund’s Preparatory and Operationalization Unit (CPO-TGF), led by Dr. Gbétey Kokouvi AKPAMOU, facilitated a working session between the National Agency for Sanitation and Public Hygiene (ANASAP) and the West African Development Bank (BOAD) at ANASAP’s headquarters.

Organized in advance with the support of the Ministry in charge of the Environment represented by the Director of Environment and the Director of Planning, Statistics, and Monitoring-Evaluation the meeting brought together the Sustainable Development Financing Department team from BOAD, led by Mr. Moubarak Moukaila, and the ANASAP team, led by its Director General, General Gnakoudè BERENA.

Discussions focused on the Togolese component of the Regional Sustainable Waste Management Project (PRGDD).

Funded by the Global Environment Facility (GEF) and implemented with BOAD’s support, the PRGDD aims to structure the waste management chain in Togo and reduce emissions of persistent organic pollutants and mercury associated with waste treatment. Its national implementation plan includes a pilot rollout in the Golfe 1 commune, followed by a gradual expansion to other communes within the Autonomous District of Greater Lomé (DAGL).

The purpose of the meeting was to gather ANASAP’s feedback on the proposed framework, particularly regarding the logistical support role it would play in the project's waste collection and transfer chain. ANASAP presented its mission and achievements, while BOAD outlined the project's model and various components. ANASAP is to submit its observations and suggestions for improvement regarding the project as currently formulated to BOAD.

CPO-TGF’s participation in this consultation aligns with its mandate as the national single-window facility for environmental and climate finance: the PRGDD given its environmental and climate dimensions, particularly the component addressing persistent organic pollutants and mercury directly complements the priorities championed by the TGF. This involvement enables the TGF to monitor potential synergies between this project and its own national green investment portfolio, ensuring a coherent approach to national climate action.

Discussions between ANASAP and BOAD regarding improvements to the framework will continue in the coming weeks.
